«Local government has a central role to play in promoting learning in localities in partnership with local providers in colleges and the third sector. Learning Through Life, the independent report of the Inquiry into the Future for Lifelong Learning argues for local authorities to be strategy makers for learning in their areas. As stewards of community
plans, local authorities are well placed to foster learning through their powers to secure well-being, involve local people in decision making, promote democracy and undertake economic assessments.
